Those moments in anime that come along and simply blow you away, a 'they didn't just do that!' moment, or a 'how kewl was that' moment. It can be a subtle plot point, a major turn up for the books, half an effects budget going up in smoke, or really memorable soundtrack moment. But what makes you go, 'Oh wow!"
One of mine is Read or Die The TV, episode 1, the conclusion.
The episode is about introducing the main characters, setting up the premise. Here author Nenene goes to Hong Kong to promote a movie based on one of her books, and winds up needing protection by the Paper sisters. The things they can do with paper are impressive enough, and there's excitement and thrills in the episode proper.
Then along comes the epilogue, Nenene flying home to Japan, when she is confronted by another villain on the plane. Who should come to her rescue but the sisters...
on a giant paper aeroplane. Taku Iwasaki's music kicks in, the animation is astounding, and all of a sudden, the scope and possibilities of the story expand exponentially.
I'm left sitting there, big grin on my face, just going "Oh Wow!" _________________ "I thought what I'd do was, I'd pretend I was one of those deaf-mutes."
"Ugh! Ugh! Ugh! Aaaaaargh! ... ... What's happening!?"

For me, and from my favourite series SE Lain, it's the whole sequence after Lain resets the world when the main supporting characters almost but don't quite remember her. Not really a wow moment though
So another favourite, and one I just rewatched, is the Major losing it at the end of the fight with the Narc Squad armoured suit in GITS:SaC 1st GiG.
Oh and of course the scene in Haruhi where she and Yuki perform in the band. Kakuii++ hence my current avatar  _________________ When people fail at being alive, they die.

I had a wow moment in Lain at the end of episode 3 or 4, where this man with a gun points it Lain before turning it on himself. The end of that episode was what made know I was going to enjoy this series.
Another such reaction I had at the end of Memories' Magnetic Rose, which I thought was a amazing piece of animation. |

Y'know when I saw the thread title I thought the first episode of ROD the TV as well, that's just such a stand out opening.
Chloe's moonlit teaparty scene in Noir is another.
The destruction of Eva unit 3 in Evangelion.
The "bit by bit" scene in Ergo Proxy episode 8 that scene really stands out as creepy even with how dark the show is anyway.
I'm sure I'll think of more too.  _________________ ...

This is a little embarrassing to admit, but in the latest Naruto set, I actually cheered at my TV when he finally mastered the Rasengan and let rip against the bad guy...  _________________ "I thought what I'd do was, I'd pretend I was one of those deaf-mutes."

Now that you mention Akira then the bike scenes at night were just awesome.
Another I loved was Steamboy as the train was pulling into Victoria station in Manchester since it looked so much like the station used to look many years back . |

Other moments for me:
Madlax stripping off/donning an evening gown at inappropriate moments i.e. during firefights

Thought of another one, Gunslinger Girl, although probably not the bit you're thinking.
After Elsa goes a bit doolally and Section 2 have to investigate the aftermath. Giuse and Henrietta are sent 'on vacation'
The investigator's catch up to them and question them. There's this bit where Henrietta puts herself in Elsa's shoes, and demonstrates how she could react in the same way.

At a loose end so will add a few more.
The whole 5 minute opening sequence from Origin. Possibly the best start to an anime, or any other film, I've seen for a long time.
The bit in Paprika when she dives into the dream and turns into Monkey from the original TV series.
Sister Rosette chasing the demon hound through the sewers riding the crystal motorbike in Chrno Crusade. _________________ When people fail at being alive, they die.

Spotted one the other week, the final scene in ZOE Idolo where Neith with Viola at the controls flys towards the Jupiter colony to coincide with the start of the first game. _________________ ...
