Transformers (most episodes), Mighty Orbots, Galaxy High, etc (couldn't think of any other ones), shows like those though mostly made in America were animated by Japanese studios and it seems weather or not to class them as anime is a hard thing, then again Galaxy High was released by Media Blasters in the US and most of what they release is anime to begin with

Do you view them technically as anime in some way or just American cartoons

Yes. In most of those cases the broad input for the shows was American. The Japanese only provided the animation for (some of) them. Transformers is a bit of an exception here since the original (G1) series was animated by the US and made for the US market but many of the later shows were animated by the Japanese for the Japanese market despite how some of the series inceptions were at US request (specifically Headmasters).

I guess it depends on the show. A lot of these shows are made strictly to sell toys to America, and so are scripted and deisgned in the US with Japan only doing the animation itself.

I think if the general Japanese influence comes from higher areas of the production like in shows such as Oban Star Racers and Dogtanian then I think you've got a better arguement.

Doesn't matter too much so long as it's a good show imo.
